ស្ថានទូតអាមេរិកសូមបញ្ជាក់ថា ក្រសួងការបរទេសសហរដ្ឋអាមេរិកជាអ្នកបើក និងគ្រប់គ្រងដំណើរការកម្មវិធីឆ្នោត Diversity Immigrant Visa (DV) ។ គ្មានអង្គការឬក្រុមហ៊ុនណាមួយត្រូវបានអនុញ្ញាតិអោយជូនដំណឹងដល់អ្នកចូលរួមលេងឆ្នោតពីការឈ្នះឆ្នោត ឬជំហានបន្ទាប់ក្នុងដំណើរការដាក់ពាក្យសុំទិដ្ឋាការរបស់គេនោះទេ។ បុគ្គលឬអង្គការទាំងឡាយណាដែលអះអាងថាអាចជួយសុំទិដ្ឋាការចូលសហរដ្ឋអាមេរិកអោយអ្នកបាន ក្នុងតំលៃយ៉ាងថ្លៃនោះ សុទ្ធតែកុហកទេ ។ មានតែមន្ដ្រីកុងស៊ុលរបស់ស្ថានទូតអាមេរិកទេទើបមានសិទ្ធិសំរេចលើពាក្យសុំទិដ្ឋាការ ។
កម្មវិធីនេះសំរាប់ឆ្នាំ២០១៥ (DV-2015) បានបិទឈប់ទទួលពាក្យ តាំងពីថ្ងៃទី២ ខែវិច្ឆិកា ឆ្នាំ២០១៣ ម្លេះ។ បេក្ខជន DV-2015 អាចប្រើ confirmation number ដែលលោកអ្នកទទួលបានក្នុងពេលចុះឈ្មោះ ដើម្បីចូលឆែកមើលលទ្ធផលដោយខ្លួនឯង ចាប់ពីថ្ងៃទី១ ខែឧសភា ឆ្នាំ២០១៤ តទៅ ដោយចូលទៅកាន់វែបសាយ http://www.dvlottery.state.gov/ESC/ ។ កាលបរិច្ឆេទបើកកម្មវិធី DV-2016 មិនទាន់ត្រូវបានប្រកាសនោះទេ។ ស្ថានទូតអាមេរិក នឹងជូនដំណឹង តាមរយៈវែបសាយ និងទំព័រហ្វេសប៊ុក នៅពេលក្រសួងការបរទេសអាមេរិក ប្រកាសបើកកម្មវិធីនេះ។
